Walter F. Baltz has nearly 45 years of managerial experience in business and government with a demonstrated record of success. He is proficient in working with, building, directing and leading teams in the development and execution of creative, visionary long-term strategic and short-term tactical plans.
Mr. Baltz’s key areas of expertise include:
• Business structure and organization
• Governmental relations
• Transportation ( including surface highway and railway matters)
Among the highlights of his career include serving as deputy commissioner of transportation for the State of Wisconsin., where he was responsible for reorganizing the department. He oversaw the elimination and/or reduction of half the agency’s authorized permanent positions while improving operational efficiencies that resulted in a savings of about $1 million per biennium. Before joining the State of Wisconsin, Mr. Baltz spent 23 years with the G. Heileman Brewing Company. During his tenure, Heileman grew from two breweries with sales of $42 million to an organization with 12 breweries, 13 wholesale bakeries and other operations with sales totalling over $1.3 billion. His responsibilities included the areas of information systems, governmental relations, debt collection and internal reorganization. He is credited with devising a state of the art means to collect outstanding accounts receivable that is continues to be the industry standard.
Mr. Baltz has also worked as Deputy Commissioner of Transportation for the State of Wisconsin and in consulting roles with Tranz Rail (Wellington, New Zealand) and Kansas City Southern Railway (Kansas City, Mo.).
Mr. Baltz has served as a member and president of the Lutheran Hospital-La Crosse board of directors and most recently acted as a consultant/facilitator in moving a number of projects through the necessary governmental processes on behalf of the Gundersen-Lutheran Healthcare organization.
